## Available Positions and Professional Qualifications

We are looking to fill nine specialized roles, ranging from senior project leadership to essential administrative and technical support.

1. Team Leader (1 Position)
* Education: Bachelor’s Degree (S1) in Civil Engineering.
* Experience: A minimum of 5 years of proven professional experience.
* Certification: Must hold an Intermediate Expert Certificate (Ahli Madya) in Construction Management.

2. Drinking Water and Sanitation Specialist (1 Position)
* Education: Bachelor’s Degree (S1) or Applied Bachelor’s Degree (D4) in Civil Engineering, Sanitary Engineering, or Environmental Engineering.
* Experience: A minimum of 3 years of relevant professional experience.
* Certification: Must hold a Junior Expert Certificate (Ahli Muda) in Drinking Water Engineering or Environmental Engineering within the construction services sector.

3. Road & Building Engineering Specialist (1 Position)
* Education: Bachelor’s Degree (S1) or Applied Bachelor’s Degree (D4) in Civil Engineering.
* Experience: A minimum of 3 years of relevant professional experience.
* Certification: Must hold a Junior Expert Certificate (Ahli Muda) in Road Engineering or Building Engineering.

4. HSE / Construction Safety Expert (1 Position)
* Education: Bachelor’s Degree (S1) in Engineering or Applied Bachelor’s Degree (D4) in Engineering.
* Experience: A minimum of 2 years of professional safety experience.
* Certification: Must hold a Junior Expert Certificate (Ahli Muda) in Construction Occupational Health and Safety (K3 Konstruksi).

5. Building Structure Inspector / Supervisor (1 Position)
* Education: Bachelor’s Degree (S1) or Applied Bachelor’s Degree (D4) in Civil Engineering or Environmental Engineering.
* Experience: A minimum of 1 year of professional experience.
* Certification/Skill: Qualified as a Technician or Analyst in Building Structure Supervision.

6. Piping Works Inspector / Supervisor (1 Position)
* Education: Bachelor’s Degree (S1) or Applied Bachelor’s Degree (D4) in Civil Engineering or Environmental Engineering.
* Experience: A minimum of 1 year of professional experience.

8. Project Administrator (1 Position)

9. Technical Drafter (1 Position)
* Education: Associate Degree (D3) or Bachelor’s Degree (S1) in Civil Engineering, Sanitary Engineering, or Environmental Engineering.

## General Candidate Eligibility

To ensure the success of this community-centric initiative, all applicants must satisfy the following baseline criteria:
* Must be a citizen of the Republic of Indonesia who is loyal to Pancasila, the 1945 Constitution, and the Unitary State of the Republic of Indonesia.
* Must not be bound by any other active contracts, programs, or institutions (verified via a formal signed statement).
* Must demonstrate the ability to work under pressure and consistently deliver high-quality outputs within designated deadlines.
* Possess exceptional interpersonal and communication skills to facilitate coordination between government officials, community leaders, and local residents at the village, sub-district, and regency levels.

* Be fully willing to be stationed at the project site in Lumut Nauli Village, Lumut District, Central Tapanuli Regency for the duration of the 2026 Fiscal Year, and be willing to reside locally.
## Scope of Work and Key Responsibilities

Team Leader
* Formulate and submit regular progress reports to the Commitment-Making Officer (PPK) to facilitate timely decision-making, including details on site rehabilitation, preliminary minor works, and detailed engineering adjustments.
* Coordinate all specialists and support staff, perform regular field inspections, and provide clear written instructions to construction contractors regarding contract specifications.
* Lead public socialization campaigns and provide continuous community mentoring throughout the lifecycle of the poverty alleviation initiative.
* Ensure that contractors thoroughly comprehend construction contract documents, execute work according to technical specifications and design plans, and implement site-appropriate construction methods.
* Examine construction drawings, structural calculations, and quantitative estimations submitted by contractors prior to the commencement of work.
* Conduct systematic site inspections and draft comprehensive reports for the PPK detailing field observations.
* Provide clear technical recommendations to the PPK regarding the acceptance or rejection of completed works, materials, and equipment.
* Supervise the daily recording of progress on approved schedule tracking sheets.
* Monitor progress continuously, flag delays, and provide written remedial action plans to the PPK if timelines deviate from the master plan.
* Verify all quantities and volumes of completed construction works.
* Ensure that all underlying or covered works are thoroughly inspected, tested, and approved before contractors proceed to subsequent phases.
* Certify the quality and volume of completed projects and verify the accuracy of contractor monthly payment claims.
* Draft detailed sketches and technical calculations to assist the PPK in decision-making.
* Oversee the preparation, review, and finalization of as-built drawings prior to the provisional hand-over.
* Maintain a well-organized project archive containing design drawings, correspondence, daily/weekly reports, and payment measurements.
* Provide on-demand project updates and presentations to the PPK.

Drinking Water and Sanitation Specialist
* Submit detailed technical reports to the Team Leader to enable swift project adjustments and engineering decisions.
* Enforce construction service regulations, occupational health and safety (K3) protocols, environmental controls, and quality management standards.
* Engage with the local community to educate and support them during the execution of water and sanitation works.
* Prepare and supervise the testing and commissioning of piping networks, water distribution facilities, and sanitation infrastructure.
* Draft comprehensive post-commissioning reports for all completed water and sanitation installations.
* Review all sanitation and water infrastructure works in the field, providing clear technical clarifications to contractors where contract guidelines are broad.
* Ensure contractors adhere to specific sanitation and water system blueprints, material standards, and installation protocols.
* Perform routine field inspections across all project locations and file regular progress reports with the Team Leader.
* Validate all material quantities, pipeline lengths, and structural volumes completed on-site.
* Provide technical recommendations to the Team Leader regarding contractor payment claims for completed water and sanitation installations.
* Supervise the drafting of as-built drawings for water and sanitation systems, ensuring they are archived alongside daily and weekly progress documentation.

Road & Building Engineering Specialist
* Provide regular, structured updates to the Team Leader regarding the status of structural and road works.
* Implement strict construction quality, safety, and environmental standards across all structural and paving activities.
* Conduct community outreach to brief local residents on structural construction schedules and expectations.
* Organize and execute structural testing and commissioning procedures for buildings and paved pathways.
* Prepare formal verification reports detailing structural test results and load capacities.
* Inspect structural works on-site to verify compliance with architectural and engineering plans.
* Review shop drawings, structural calculations, and bill of quantities submitted by contractors before physical work begins.
* Conduct regular field inspections and recommend the approval or rejection of substandard materials or construction work to the Team Leader.
* Track and document structural progress on a daily basis against the approved construction schedule.
* Measure and verify completed structural volumes and evaluate contractor payment requests.
* Supervise the creation of accurate structural as-built drawings and manage the technical archive for building and road designs.

HSE / Construction Safety Expert
* Supervise and enforce all construction safety requirements on-site to ensure a hazard-free work environment.
* Monitor the implementation of the Construction Safety Management System (SMKK) document.
* Review, update, and recommend improvements for construction safety documents and hazard prevention procedures.
* Coordinate with the contractor's HSE Engineers to identify, map, and assess the probability and impact of workplace hazards.
* Collaborate with site engineers to design preventative and corrective safety programs to minimize accidents.
* Monitor environmental impacts and coordinate mitigation strategies to keep construction footprint disruption minimal.
* Oversee project traffic management plans in coordination with safety officers to ensure safe vehicle and pedestrian flow around the construction zone.
* Maintain meticulous safety records, draft standard operating procedures (SOPs), and log incident reports.
* Analyze the root causes of any near-misses or accidents, implementing swift corrective and preventative actions.

Building Structure & Piping Inspectors / Supervisors
* Assess site readiness and catalog all necessary monitoring equipment before structural or piping works begin.
* Conduct periodic, detailed site inspections to monitor physical progress.
* Evaluate material mockups submitted by contractors to ensure they match approved project specifications.
* Analyze physical progress parameters (opname) to verify contractor progress claims.
* Help compile final inspection data and close-out documentation for the supervision team.
* Identify safety hazards on-site and ensure all field workers strictly comply with safety gear and behavioral regulations.
* Record daily findings, document construction milestones photographically, and escalate bottlenecks to the Team Leader.
* Identify and report any field structural deviations or piping misalignments to the Specialists or Team Leader immediately.

Project Secretary
* Manage, organize, and archive all project correspondence, meeting minutes, and technical reports.
* Prepare administrative data and provide logistical support to the Team Leader and Specialists.
* Establish and maintain an intuitive, highly organized digital and physical filing system.
* Coordinate team schedules, manage meeting calendars, and organize administrative timelines.
* Draft official meeting invitations, prepare conference rooms, and arrange necessary presentation materials.
* Facilitate the smooth flow of internal communications and distribute document feedback loops.
* Assist in handling external public inquiries or community feedback programs.

Project Administrator
* Log, organize, and safely store all physical and digital project assets, including contracts, shop drawings, meeting minutes, and official hand-over certificates (BAST).
* Maintain a structured incoming and outgoing document ledger to ensure rapid file retrieval.
* Assist in formulating weekly work schedules, scheduling stakeholder meetings, and drafting detailed meeting minutes.
* Track the administrative progress of team members and help compile milestone reports.
* Organize key project data for the Team Leader to review prior to monthly stakeholder evaluations.

Technical Drafter
* Review working drawings to verify dimensions, material notes, spatial configurations, and installation methodologies.
* Assist the engineering team in developing clean, accurate final as-built drawings that reflect actual on-site configurations.
* Revise blueprint designs and CAD drawings based on field adjustments, engineer instructions, or structural modifications.
* Ensure all drawings, scales, annotations, and symbols comply with national drafting and engineering standards.
* Incorporate safety codes, building zoning laws, and industrial design regulations into all drafted modifications.
* Keep the drawing database systematically ordered, maintaining clear version control for all revised files.
